Irena Herbst, Ph.D.
The economist, who specializes in financing investment and construction economics. To her fields of interests belong public finance, the use of European funds, housing and real estate management.
In previous years she focused mainly on the advisory area, working in the Executive Board of Advisers of Polish Confederation of Private Employers PKPP Lewiatan since 2007, the Executive Board of Advisors Bank for Social and Economic Initiatives in 2006-2007 and Vice-President of the Executive Board of the National Bank Holdings for the period 2005-2006.
For many years she was professionally involved in the public sector occupying the position of Undersecretary of State in the Ministry of Economy in the years 2002-2005 (responsible for regional development and financial engineering regarding absorption of EU funds), Vice-Chairman of the Executive Board of the National Bank Holdings for the period 1996-2002 (supervising activities of National Housing Fund and other government’s programmes) or as Undersecretary of State in Ministry of Spatial Planning and Construction in the years 1992-1996 (responsible for the reform of housing finance).
Among dozens of her publications devoted to residential construction and finance, it is worth to name "Capital for Entrepreneurials" (2002). Moreover she is the co-author of numerous legal acts like "Fund for Development of Municipal Investments" (2003), "Union Guarantees Fund" (2004) and the "National Capital Fund" and "Public-Private Partnership" (2005).
Currently apart from being the assistant professor in Warsaw School of Economics, she occupies the position of the Chairman of the Foundation ‘Centrum PPP’, which brings together 41 entities, both public and private, actively operating in advisory, financial and legal services in the field of public-private partnerships. Centrum PPP promotes the idea of partnerships in Poland and a new Act on PPP, develops standards and procedures, as well as creates a database of projects implemented in this formula. The Center cooperates with national and foreign organizations and associations involved in PPP.
